Would someone please explain the state of the valves during the 4-stroke travel of the piston. Could you replace the question marks with the right answer?

1. Piston at TDC (compression stroke)--> intake valve: closed, exhaust valve: closed (I bet)
2. Piston at bottom --> intake valve: ?, exhaust valve: ?
3. Piston at TDC (exhaust stroke) --> intake valve: ?, exhaust valve: ?
4. Piston at bottom: --> intake valve: ?, exhaust valve: ?

What would be the implications if the valves were mistakenly adjusted with the piston at TDC of exhaust stroke instead of compression stroke?

Thanks!
